Workforce Compliance. Mastered. Secured. Met. Proven. Passed.
Qualifications, working time, and pay data can be mapped directly between SAP SuccessFactors, SAP DM, and SAP S/4HANA. Without this connection, every proof obligation stays manual work across three systems. We connect HR and production data so that qualification checks, time tracking, and pay structure come together automatically and audit-proof.
What Workforce Compliance Demands From Your IT Landscape
Your system landscape must fully cover four data points to meet AI oversight, pay transparency, and production safety at the same time. SAP SuccessFactors, combined with SAP DM and SAP S/4HANA, provides the basis for this.
Whoever builds the data foundation for one of these obligations builds it almost automatically for the others.
What the SAP SuccessFactors Integration Already Delivers
Four effects that connecting SuccessFactors to SAP DM and SAP S/4HANA brings beyond the pure obligation.
Where Companies Often Get Stuck With Workforce Compliance
It is usually not SuccessFactors itself, but AI tools without a risk assessment, a missing data basis for pay comparisons, certificates nobody in production keeps track of anymore, a break between recruiting and the first shift, working time records that fall apart between shift work and trust-based working time, and information that never reaches staff on the line.
Regulatory Obligations
Where legislation directly requires action
High Risk Without Knowing It
Many recruiting and matching tools already qualify as high-risk AI, but the full obligations for them only apply from December 2027, HR often does not know that yet. When the Applicant Tool Becomes an Audit Point
Why an existing tool becomes a high-risk obligation from late 2027Tools for applicant pre-selection, candidate matching, or performance evaluation qualify as high-risk systems under Annex III of the EU AI Act. The full obligations, risk management, logging, human oversight, only take effect from December 2027, after a 16-month deadline extension. Many companies already use such functions without having checked the classification.
Pay Structure Without a System Foundation
Without a uniform job architecture, the gender pay gap cannot be calculated reliably. The Data Is Missing, Not the Will
Why pay transparency fails because of the system landscapeThe EU Pay Transparency Directive requires comparable, gender-neutral assessment criteria for equal and equivalent work from 2027. Job profiles and pay bands in Employee Central and Compensation provide the structure for this, the connection to EC Payroll and SAP S/4HANA the continuous data for people analytics and pay gap reporting. Legal compliance does not replace that, it only provides the reliable data foundation for it.
Working Time Without a Consistent Record
Shift time on the line and trust-based working time in the office run in different systems, nobody notices until a working time dispute arises. One Time-Tracking System for Every Way of Working
Why shift work and trust-based working time need the same data basisSAP SuccessFactors Time Tracking records shift time on the line and trust-based working time in the office in the same system. The obligation to record working time already applies today under rulings by the European Court of Justice and the German Federal Labor Court, regardless of how the draft bill from June 2026 turns out. Whoever builds the data basis now is prepared no matter the timeline.
Operational Execution on the Line
Where regulation meets shift operations
Hired, but Not Deployable
Weeks often pass between signing the contract and the first shift on the line, because onboarding and qualification checks run separately. From Offer to First Shift
Why recruiting and shift planning belong togetherRecruiting and onboarding in SuccessFactors create new employees qualification and certificate data directly in the system. SAP DM accesses the same data and schedules automatically as soon as the required proof is in place. Without this connection, every newly hired skilled worker stays sidelined at first, even though they have already arrived.
Certificates Expire Without Production Noticing
An expired HACCP or machine certificate is often only discovered during an audit.Qualification and Scheduling Kept Apart
Why shift planning is blind without a SuccessFactors connectionWithout a connection to SuccessFactors, SAP DM has no way of knowing whether a person is currently qualified. Certificates expire quietly in the background, scheduling does not notice until an audit or an incident uncovers it. Through the integration, the system checks qualifications automatically before every shift assignment and blocks deployment when proof has expired.
The Information Never Reaches the Line
Shift plan changed, certificate expiring, a notice goes out, for the deskless workforce that still means a notice board or a shout. When Only the Office Knows
Why communication without mobile system access ends at the production lineDeskless employees usually have no access to company email or the intranet. Every update on shift plans, certificate status, or notices stays manual work between the office and the line. SAP SuccessFactors reaches the deskless workforce directly on their phone, with no additional communication channel.

Frequently Asked Questions About Workforce Compliance in SAP
Answers to the questions we are asked most often about HR compliance and SAP SuccessFactors
From when does the EU AI Act apply to HR systems in practice?
The full high-risk obligations for AI systems in recruiting and HR management apply from December 2, 2027, affecting among others tools for applicant pre-selection, candidate matching, and performance evaluation. The deadline was pushed back by 16 months in summer 2026 through the Digital Omnibus on AI, since August 2, 2026 only a general labeling obligation has applied for the time being.
When does the reporting obligation under the Pay Transparency Directive take effect?
EU-wide, the first reporting obligation applies to companies with 150 or more employees from June 7, 2027, and to companies with 100 or more employees from June 7, 2031. Germany missed the transposition deadline of June 7, 2026, current indications are that German disclosure and reporting obligations will shift to 2028.
Does the CSRD reporting obligation on a company’s own workforce also affect mid-sized Food & Beverage companies?
Following the Omnibus simplification package, only companies with 1,000 or more employees and revenue of 450 million euros or more are affected, so for most mid-sized businesses in the industry the obligation no longer applies for the time being.
Is working time recording being newly regulated in 2027?
The obligation to record working time already exists today based on rulings by the European Court of Justice and the German Federal Labor Court. A draft bill for statutory clarification has been available since June 2026, a cabinet decision is still pending, the timeline remains open.
What does SAP SuccessFactors have to do with production planning in SAP DM?
Without the connection, SAP DM has no way of knowing whether a person is currently qualified. Through the integration of SuccessFactors with SAP DM and SAP S/4HANA, the system checks qualifications automatically before every shift assignment.
Does SAP SuccessFactors also help against the shortage of skilled workers in production?
No software can solve that directly, but recruiting and onboarding in SuccessFactors shorten the time to the first qualified deployment. New employees move through the system with the same qualification and certificate data that also drives shift planning in SAP DM, so they are ready for the line faster, with no additional manual reconciliation. With a shortage of technical junior talent of 52 percent in the food and beverage industry, every day of earlier readiness counts.
